Are the data of a failed electronic invoice transmitted?

A failed electronic invoice's data cannot be considered transmitted. If a person receiving the invoice refuses to register it, it means he has the authority to decide not to register it in his own accounting system. SdI will not take that invoice in consideration as a source of invoice's data for both parties involved.
